Arvid Haugen, 61, born and raised in Bayfield, Wisconsin, on the shore of Lake Superior. His grandfather ran gillnets out of the bay. His father fished those same waters until the state bought out his commercial license in 1974 — the same year the sea lamprey had already wiped out most of the lake trout.
